Which plumbing alterations need water-company notification?

Some plumbing alterations must be notified to the water undertaker before work starts. Check the actual proposal against current Water Regs UK guidance and the local supplier’s process. Water-fittings notification is a separate question from planning permission, building control or whether the equipment can physically fit in the room.

Describe the complete proposal before checking the rules

List the intended use, property type, equipment and any change to the supply arrangement. A project described only as a bathroom refit may include work with different notification implications from replacing a single like-for-like fitting. The installer needs the actual scope, not a marketing name for the project.

Include relevant pumps, treatment equipment, storage, special outlets or changes in use where they form part of the design. Do not assume a component is exempt simply because it is sold to household customers. The assessment concerns the work and arrangement in context. Ask the contractor to identify which part of the current guidance they are applying and any uncertainty that needs the supplier’s answer.

For England and Wales, common Regulation 5 examples include a new building, a material change of use, and extending or altering a water system on premises other than a house. Equipment triggers include a bath exceeding 230 litres measured to the overflow centre line; a pump drawing more than 12 litres per minute connected directly or indirectly to a supply pipe; reverse-osmosis equipment; and treatment equipment using water for regeneration or cleaning or producing wastewater. Garden watering systems also appear unless designed for operation by hand. This is a selection, not the whole list: check the complete proposal and any applicable approved-contractor exception.

Use the local water undertaker’s process

Water Regs UK’s notification guidance explains the framework and links the decision to the water undertaker. The supplier may have its own form and contact arrangements. Confirm who supplies the clean water at the address before sending the proposal; the wastewater provider may be different.

Keep the submitted design and correspondence together. Under Regulation 5 in England and Wales, the undertaker can withhold consent or impose conditions within ten working days, counted from the day valid notice is given. If no such notice is issued within that period, consent is deemed granted unconditionally. An explicit earlier grant can permit work to begin sooner, subject to its terms; do not confuse an acknowledgement or incomplete application with consent. Whether consent is explicit or deemed, the installation must still meet the water-fittings requirements. Resolve uncertainty about the submission or response before starting.

Keep supplier notification separate from other approvals

A landlord’s consent, freeholder agreement or building-control application does not automatically answer the water-fittings question. Likewise, supplier consent does not grant rights to alter another owner’s property or settle every building requirement. Each approval has a different scope and responsible party.

Create a short list of the permissions relevant to the project and who obtains each. This avoids the installer and client both assuming the other has handled an essential step. For a leasehold flat or shared supply, include the building manager early. Technical compliance and access authorisation need to meet in one workable plan before the project reaches an irreversible stage.

Check who can certify the work and what that means

Some supplier processes recognise particular approved-contractor arrangements for defined work. Do not assume every plumber can issue every document or claim an approval the company does not hold. Ask what evidence the supplier requires and who is eligible to provide it for the actual scope.

A contractor’s invoice, test record and a supplier-accepted certificate may each serve a different purpose. Keep the distinctions clear. If a formal inspection is needed, arrange it before concealment or connection as required. The objective is a valid record of the work and acceptance process, not collecting a document called a certificate without understanding its authority or limits.

Review changes before they become site decisions

A design can change after notification: different equipment, another route or added demand may alter the relevant assessment. Tell the responsible designer and supplier contact rather than assuming the original correspondence covers every variation. Record the revised decision before installation proceeds where further agreement is needed.

This is particularly important when space constraints lead to a different pump, storage or backflow arrangement. A convenient site substitution can affect more than appearance. The contractor should explain why it remains suitable and what approval or checking is required. Do not let the pressure of a delivery date turn an unresolved technical condition into an undocumented assumption.

Handover the approval trail with the installation records

Retain the submitted scope, supplier response, conditions, inspection or accepted certification and relevant commissioning records. Identify any outstanding action rather than describing the file as complete because the equipment operates. Future owners and contractors need to understand the arrangement that was actually accepted.
