Distinguish a display you cannot interpret from a meter you cannot reach. A heavy cover, water-filled chamber, locked communal cupboard and obscured display need different arrangements. Describe the location and the specific obstacle using what you already know. Do not take extra risks to make the description more detailed.
If the meter is believed to be outdoors, confirm whether you know which chamber serves the property. Thames Water notes that meters can be in shared pits or farther from the home than expected. An accessible device is not useful if it is the wrong one. Tell the supplier when identity is uncertain as well as when physical access is difficult.
Use the supplier’s reading and assistance arrangements
Ask the supplier whether it can obtain a reading remotely, arrange attendance or provide another suitable way to resolve the issue. The answer depends on the meter and circumstances. Do not assume that every smart meter is currently communicating or that an online account display always contains a fresh reading.
Keep the contact reference and any agreed next step. If additional support is needed because of disability, mobility or other circumstances, ask about the supplier’s Priority Services arrangements. These are separate from hiring a private plumber. Explain the practical need without assuming that registration guarantees a particular attendance time or that it authorises someone else to alter the supplier’s equipment.
Coordinate communal access through the building manager
For a meter in a locked riser, basement or plant area, identify the person who controls access. Ask the managing agent or caretaker how supplier visits are arranged and whether the meter is clearly labelled. A tenant or flat owner should not force a communal door or enter a restricted plant room to meet a reading request.
Where several meters share the space, request a clear link between the dwelling, account and device. Keep access arrangements available for future visits rather than relying on one person being at home. If the obstruction is stored material, the responsible manager should arrange safe clearance. If it is a building defect or hazardous condition, that needs its own assessment rather than being treated as a simple reading inconvenience.

Keep account questions open without inventing a reading
If the supplier has estimated consumption because a reading is unavailable, ask it to explain the basis and the plan for obtaining reliable information. Do not submit a guessed number merely to complete an online form. Keep any earlier actual readings and dates so they can be compared once the current meter is accessible.
A high bill and an unreadable meter can be frustrating, but they do not establish a leak or an inaccurate device. Distinguish meter access from private plumbing access
A plumber may need access to private valves or pipework near the meter, but that does not mean the plumber should remove or modify supplier apparatus. Establish which equipment and obstruction are involved. If renovation has boxed in the meter, ask the supplier and project contractor what access must be restored and who is authorised to do each part.
Do not assume that moving the meter is the only solution. A suitable access alteration may address the problem, while relocation follows a separate supplier process. If the meter itself is damaged or its display is defective, report that directly. The work scope should distinguish building access, private pipework and meter maintenance so no one promises a service they cannot authorise.
Make the next reading easier without compromising safety
Once access is resolved, retain the meter identity, location and the agreed way to obtain readings. Keep operational access clear where it is your responsibility. If the supplier recommends a change, ask for the requirement in writing so later building work does not recreate the obstruction.
